For last five years a continual number of irregularities? have occurred in relation to phantom communication jamming / barring and IP blocking of Network protocols to Laptop, PC and possibility Table systems within Australian.

These occurrences have generally been focused on Residents and Citizens of Australia with usage of Control Panel\Network and Internet\Network Connections section protocols required for Broadband Sticks, WI-FI and Wireless connections.

This however does not affect customer?s usage of Direct GSM connections on Mobiles to Network Providers, thus meaning interference whilst using mobiles directly for internet or data apps would not occur without network congestion or frequency hijacking (Peering issues to be addressed with PnP wireless broadband).

Under examination of the re-occurrence I have found that this problem may not reside with the Network Providers that customers are connected to for delivery of service.

Nethertheless this issue is operating illegally and targeting entities without known criminal profiles aka innocent Australians.

Furthermore this practise to inhibit, interfere and or data crawl personal systems being illegal additionally disrupts service providers in delivery of service to these customers and technical support costs attributed too.

Over four to five years numerous cross examinations of such happenings have been under taken with assistance of technical aid, supplied by providers from a number of Networks Providers within Australia whilst these issues are occurring and thereafter.

Origins would indicate a similarity to internet censorship of the Republic of China protocol, thus controlling and prohibiting media data and information of political nature, other than that authorised.

This reason is secured by the factors that for Microsoft to remove a protocol barring and or inhibitor such would require access via data to the system, whereas the case states that such barring and or inhibitors are lifted without data access prior to network connection.

The case study would show as mentioned the network protocol inhibitors and or barring are placed just prior to the customer/civilian accessing their Network Provider Service, with additional IP blocking in place where connection is made, as secondary protocol.

This on a customer/civilian?s system via use of Wi-Fi would indicate Access: Local Only with Unidentified Network (no data usage accessible or in operation at this time).

In relation to Broadband PnP Wireless Sticks these are signal jammed from network or deliver the same indication stated above with signal.

Working of scenario in work of being able to achieve this, one would need access to a primary network provider and their access points.

Access Points:

1. Telstra Australia communications system with high level access for override of Wholesale provider data systems.

Keep in mind that technical support for providers have stated they have no capabilities to block other than data run-outs and if service providers them self?s have been placing bars nevertheless to this correspondence on functions aka Network Protocols, Broadband or Mobile Wi-Fi functions, the above would also apply to you.

With exchanges I would recommend checking seal numbers and access points to box plug-ins for tampering or unauthorised abilities.

Elan moves to deter takeover bid

(AP) ? Irish drug maker Elan Corp. announced Monday it will pay shareholders a recurring special dividend linked to the sales of the multiple sclerosis treatment Tysabri.

Analysts said the offer, contingent on Elan's pending sale of its Tysabri rights to partner Biogen Idec Inc., was designed to deter shareholders from considering a takeover bid by Royal Pharma.

Elan said it planned to pay shareholders 20 percent of its Tysabri royalties received from Biogen twice annually beginning in the fourth quarter this year.

"This dividend structure gives shareholders the right to enjoy unlimited participation in the upside from the Tysabri sales increase which we anticipate for the future," Elan said in a statement.

Elan and Biogen jointly developed Tysabri and have split earnings since the drug's troubled launch in the U.S. market in 2004. They soon withdrew Tysabri from sale after three MS sufferers using the drug contracted PML, a rare brain-inflammation disease that is often fatal.

But since its return to sale in 2006 under restricted conditions Tysabri has gradually gained market traction because, despite its PML risks, it is considered most effective at reducing the frequency and severity of sudden immobilization or partial paralysis experienced by MS patients. The neurological disease MS has no cure.

Last month Elan agreed to sell its interest in Tysabri to Biogen, based in Weston, Massachusetts, for $3.25 billion in cash and recurring royalty payments.

Royal Pharma launched a $6.5 billion bid for Elan on Feb. 25 that values the Dublin-based company at approximately $11 a share. Royal Pharma argued that Elan's shareholders should sell because the company already was too heavily reliant on Tysabri sales, but Elan's directors rejected the bid as cynically timed to exploit uncertainty among some Elan shareholders.

Elan's shares have risen 27 percent since the Tysabri sale plans were announced Feb. 6. They rose a further 1 percent on Monday to ?8.71 ($11.33) on the Irish Stock Exchange.

The royalty agreement means Biogen will pay Elan 12 percent of its revenue from Tysabri sales this year and 18 percent in future years. Should Tysabri sales break the $2 billion annual barrier, as is expected, Elan will receive 25 percent of the proceeds from sales over that threshold. Tysabri's sales totaled $1.6 billion in 2012.

This article focuses on ?how to develop Chinese Vocational Education by establish the mechanism of school-enterprise cooperation . The authors have stressed the cooperation between schools and enterprises that appear to have a problem in creating a program of bilateral cooperation which respectively provide help to achieve a common goal or a win-win due to? the failure of the government to encourage partnerships between schools and enterprises.; government-lead ?. The author aims to highlight the collaboration between industry and academia like ?Dual System?? vocational education models in Germany that provide job internship ,one of the reason for difficulty of school-enterprises cooperation; administrative subordination;. Yunfei mentions that perhaps almost vocational colleges perfom actively, but it not accompany with enterprise or industry that did not contact the colleges forwardly.

This article is significant given that the difficulties of school-enterprise cooperation is lack of talent training as well as evaluated by educational expert. ?However as a result of somewhat abstract implications, the article would perhaps only be of interest on ?co-sponsorship mechanism and policy guarantee especially on government-lead.? As a conclusion it can be said that the author has managed to transfer information on how to solve the bottleneck problem as experienced by chinese vocational education which should strengthen the school-enterprise cooperation.? To the success of this cooperation must be the government in terms of provision of assistance and reform The author seems to only look to the government-lead, although the schools are supposed to provide entrepreneurship education as recommended by Robert Kowasaki in her book, rich dad, poor dad where he suggested that education for entrepreneurship have since translated children from school. Similarly, vocational education should start at school with teachers who are trained as discussed by Qiu Feiyue and Lifang Le (2010). Quality education will produce a quality student . I am? agree with Malaysia system vocational school that was up grade to be a college and develop the teachers skill.

Just before Page and Co. officially took the wraps off of Android in 2007, Googler Dan Morrill was getting ready to introduce the OS to a larger swath of developers in Mountain View. In an effort to spice up his presentation to devs, Morrill drew up a gang of bots while taking a brief respite, creating what he believes were the first proposed mascots for Android. The rowdy bunch may be a far cry from the avocado-hued droid we've come to know and turn into figurines, but the "Dandroids" enjoyed a small measure of popularity within Google before Bugdroid took the limelight. Slimmed farm bill reveals waning influence of agriculture

The 'dairy cliff' may have been avoided, but what was once a half-trillion-dollar bill full of subsidies for farmers was slimmed down to a no-frills extension. The once all-powerful farm interest may have lost its pull.

A patchwork extension of federal farm programs passed as part of a larger "fiscal cliff" bill keeps the price of milk from rising but doesn't include many of the goodies that farm-state lawmakers are used to getting for their rural districts.

House and Senate Agriculture Committee leaders who spent more than a year working on a half-trillion-dollar, five-year farm bill that would keep subsidies flowing had to accept in the final hours a slimmed-down, nine-month extension of 2008 law with few extras for anyone.

With the new Congress opening Thursday, they'll have to start the farm bill process over again, most likely with even less money for agriculture programs this year and the recognition that farm interests have lost some of the political clout they once held.

"I think there's a lot of hurt feelings, that all of this time and energy was put into it and you've got nothing to show for it," said Roger Johnson, president of the National Farmers Union.

Senate Agriculture Committee Chairwoman Debbie Stabenow, D-Mich., said it even more bluntly on the Senate floor just after she learned that the bare-bones extension would be part of the fiscal cliff deal.

"There is no way to explain this," she said angrily as the deal came together New Year's Eve. "None. There is absolutely no way to explain this other than agriculture is just not a priority."

After Congress failed to pass a farm bill earlier last year, the legislation became tangled in the end-of-the-year fiscal cliff talks as dairy subsidies were set to expire Jan. 1 and send the price of milk to $6 or $7 a gallon, double current prices. The White House and congressional leaders negotiating the fiscal cliff had agreed that the bill would somehow have to avert that "dairy cliff," but it was uncertain how.

Hoping to salvage some of their work, Stabenow and House Agriculture Committee Chairman Frank Lucas, R-Okla., crafted a last-minute extension of 2008 farm law to add to the fiscal cliff package, including help for their own state interests: fruit and vegetable growers plentiful in Michigan, and more than $600 million in emergency money for livestock producers who were affected by drought, a priority for Lucas. In addition to averting the milk price spike, their bill also contained an overhaul of dairy programs, a priority for House Agriculture's top Democrat, Collin Peterson of Minnesota.
